Complete replication package for "Counting as Apportionment: Rent Dissipation and Estimator Failure in Top-Down FRAND". The paper shows that apportioning a fixed aggregate royalty in proportion to declared standard-essential patent counts, as adopted in Unwired Planet v Huawei [2017] EWHC 711 (Pat), converts declaration into a Tullock contest. The dissipated share of the aggregate is (m-1)/(gm) and is independent of the level of declaration cost; the welfare-maximising aggregate royalty is strictly decreasing in the number of holders; the equilibrium share identifies relative declaration cost rather than technological contribution; and uniform verification of essentiality is exactly neutral while holders over-declare, operating by threshold rather than gradient. A penalty on detected non-essential declarations has a minimal deterring level scaling as the inverse of the audit rate, and targeted auditing reduces bias by a third at unchanged audit effort. The archive contains all analysis scripts (build_23 through build_43), figure generation code, cleaned data, and the transcribed text of the judgment from which the empirical measurements are taken. Data sources: ETSI IPR declarations bulk export (6,392 declarations, 9,788 project-level records, 355 firms, 2000-2025); IEEE PatCom letters of assurance; SEC EDGAR XBRL company facts for licensing revenue; archived patent pool rate cards; and the full text of Unwired Planet International Ltd v Huawei Technologies Co Ltd [2017] EWHC 711 (Pat). All figures, tables and numerical claims in the paper are reproduced by the included scripts. Two claims attempted during the research are reported as failures rather than omitted: a difference-in-differences design identifying the effect of the judgment on declaration behaviour, and a structural inversion of declaration cost dispersion from observed counts.
