Reproduction data for ERCL paper: Niemann-Morris et al. (2025) Divergent priorities in flood adaptation

This data repository is the product of the research related to the Environmental Research: Climate paper: Niemann-Morris et al. (2025) Divergent priorities in flood adaptation [DOI: 10.1088/2752-5295/adecba]. This paper used the provided data, compiled from the documented academic literature and media article content (Appenix B), to evaluate the tensions between flood risk reduction and other priorities in the context of voluntary buyouts of flood-prone properties in the United States—a controversial flood response to restore land to open space, but with trade-offs. Data comes from a nation-wide systematic review (133 literature references, 1983–2023) and a comprehensive media analysis (281 media articles, 1993–2023), and contains documented goals and perceived outcomes of voluntary property buyouts, the actors involved, and the locations of the buyout programs studied. The data and supplemental files provided here can be used to complete additional analyses related to documented buyout goals, outcomes, their actors, and locations.

Data files included:
1. "Buyout SR goals-outcomes-paper-locations data 8-1-2025.xlsx" includes the data retreived from the systematic literature review (documented goals, perceived outcomes, actors involved, and locations of voluntary property buyouts studied).
2. "media_analysis_code.R" is the R code used to complete the media analysis (topic modeling and sentiment analysis).
3. The folder "media analysis supporting files" contains the relevant documents needed to complete the media analysis using the provided R code.
4. "AppendixA_Buyouts goals-outcomes_systematic review protocol_2024_10_21.docx" is the protocol used to guide the systematic review.
5. "AppendixB_Buyouts literature and media references list_2025_02_20.xlsx" contains the list of academic literature sources and media articles used to complete our analyses.
6. "AppendixC_Buyouts goals-outcomes_categories and examples_2025_04_12.xlsx" is the codebook of documented goals and perceived outcomes of voluntary property buyouts created during the systematic literature review (example quotes also provided).
