A photograph of a policeman with a civilian, circa 1920s. The policeman holds something in his hand over the head of man who is bent over, hat on the ground next to an automobile. Another man looks on in the background. At the bottom is a typed slip, taped with pressure sensitive tape, "Police Too 'Brutal?'." The slip appears to be cut from a newspaper. The tape has resulted in acid transfer to the photograph, but the photograph is in good condition. The photograph has remnants of black photo corners.
