Blind spots in circular-economy data infrastructure: the case of end-of-life textile products in trade statistics — data and code

Public data, derived tables, figures and Python code for an audit of whether the Harmonized System (HS) can record textile products at end of life. The audit covers all 152 headings of HS Section XI and five related headings (157 headings in 19 product families), 450,872 UN Comtrade reporter–code–flow records for 2013–2023, processed with a record-level procedure for missing and misreported net weights, and Eurostat Prodcom and Comext data for EU27 apparent consumption. Nonwovens, coated and technical fabrics, technical articles for machinery, carpets and other made-up articles have no end-of-life code in the HS. They were 34.7% of finished textile exports in 2023 and about 40% of EU27 apparent consumption of finished textile products by mass. The deposit has three parts: (1) code, derived data, Eurostat extracts, tables and figures (including editable draw.io sources); (2) raw UN Comtrade responses for 2013–2017; (3) raw UN Comtrade responses for 2018–2023 with the retrieval logs. Unzip all three into one folder and follow README.md; the scripts reproduce every computed table from the raw responses. Version 2.0 replaces version 1.0: complete 2013–2023 retrieval (23 and 29 September 2026), three-step mass estimation, EU-market estimates, and current table and figure numbering.
