Management of the rents of Plaine Commune

The ELAN Law of 23 November 2018 offers the possibility of implementing the rent framework. Given the tension observed for several years in the private rental market, the Plaine Commune territory wanted this device to be tested in Aubervilliers, Épinay-sur-Seine, L’Île-Saint-Denis, La Courneuve, Pierrefitte-sur-Seine, Saint-Denis, Saint-Ouen-sur-Seine, Stains and Villetaneuse. A reference rent is fixed each year by the prefect on the basis of the rents recorded by the local rent observatory, which is itself approved by the Ministry. This reference rent depends on the location of the dwelling, its year of construction, the number of rooms and whether or not the dwelling is furnished.
