This Zenodo repository contains the final, authoritative, sovereign-grade release of CIVITAS-CORE™, a closed, non-replicable civilizational governance architecture designed for heads of state, multilateral institutions, central banks, sovereign wealth funds, constitutional bodies, and global regulatory authorities.

CIVITAS-CORE™ addresses a structural deficiency in contemporary global systems: the absence of a unified reference architecture capable of simultaneously governing legitimacy, authority, economic valuation, artificial intelligence boundaries, systemic risk, and long-horizon civilizational continuity. The framework is conceived for sovereign and treaty-level environments, where legitimacy, irreversibility, and continuity must be evaluated beyond policy cycles, electoral turnover, and GDP-centric metrics.

The corpus is composed of eight interlocked PDFs, each non-extractable and non-functional in isolation.
