Category: Planning & Development This Feature Class depicts the boundary of the Opportunity Zones in the City of Houston. Opportunity Zones were established by the 2017 Tax Cuts and Jobs Act. Opportunity Zones are designed to spur economic development by providing tax benefits to investors in economically-distressed community. They are census tracts. The City of Houston contains 99 designated opportunity zones.
