This record provides the anonymized data and code supporting the study “Governing revisable transport infrastructure commitments: How appraisal regimes connect uncertainty to capital decisions.” The study examines how public appraisal regimes connect uncertainty treatment to the reassessment of transport-infrastructure commitments. The package contains the 24-variable codebook; a 624-row document–variable dataset constructed from 26 official documents representing 12 regime families in Australia, New Zealand, Norway, South Africa and the United Kingdom; public-safe framework and historical-source registers; baseline, scenario and sensitivity outputs; deidentified aggregate reliability results; an evidence ledger and classifications for eight explanatory project-decision episodes; source data for five tables and four figures; and Python scripts for reproducing and validating the reported results. The package reproduces the jurisdiction construct profiles, uncertainty-treatment–reassessment differences, frozen robustness checks, reliability summary and episode-level counts. Third-party source documents, licensed bibliographic exports, personal identifiers, signed coder attestations, reviewer-identifying records and internal development files are not redistributed. Official source URLs, evidence references and source-version hashes are retained for provenance. The evidence supports comparison of publicly observable institutional architecture and decision traceability. It does not support country rankings, statistical population inference, causal claims, project-performance conclusions, pathway prevalence, or the inference that documentary silence demonstrates institutional non-performance.
