Scopes of territorial coherence schemes (SCOTs). The Law on Solidarity and Urban Renewal (SRU Law) of 13/12/2000 provides for the establishment, as of 1 January 2002, of territorial coherence schemes, which replace the master plans. Drawn up by the elected representatives, at the level of the basin of life, housing or employment, they will be designed to express the overall strategy of the agglomeration and to set out the main choices in terms of housing, balance between natural and urban areas, infrastructure and commercial urban planning. In peri-urban areas, in the event that SCOT does not exist, any urbanisation area will be blocked, unless the prefect agrees, within a radius of 15 km around the municipalities of the agglomeration if it has more than 15,000 inhabitants.
国土协调规划(Territorial Coherence Schemes,简称SCOTs)的适用范围。2000年12月13日颁布的《团结与城市更新法》(Law on Solidarity and Urban Renewal,简称SRU法)规定,自2002年1月1日起设立国土协调规划,以取代原有总体规划。该规划由民选代表在生活流域、住房或就业层面编制,旨在阐明城市群的整体发展战略,并明确住房供给、自然与城市空间平衡、基础设施建设及商业城市规划等领域的核心抉择。在近郊区域,若某人口超过1.5万的城市群,其所辖市镇周边15公里范围内未制定SCOT,则该范围内的任何城市化开发活动均不得开展,除非经省长批准。
