Download service: Objective sub-plan “General services — designation of the basic centres in the Anhalt-Bitterfeld-Wittenberg planning region” Decision of 27.03.2014, approved by the highest regional planning authority on 23.06.2014 On 26 July 2014, the substantive sub-plan “General services — designation of the basic centres in the Anhalt-Bitterfeld-Wittenberg planning region” entered into force. On 17 May 2017, the Magdeburg Higher Administrative Court rejected the application for a standard review application by the City of Sandersdorf-Brehna for the validity of the substantive subplan. No appeals have been brought and the substantive sub-plan has become final. In the substantive sub-plan “General services — designation of the basic centres in the planning region Anhalt-Bitterfeld-Wittenberg” of 23 June 2014, basic centres are defined, among other things, and the delimitation of the middle centres is carried out. The objective is to establish the priority of internal development in the existing localities in order to take account of soil protection and demographic developments. The central place is a built-in district as a central settlement area of a municipality, including its expansions in the context of an orderly urban development.
