Replication files for the working paper "Hosting Without Benefit: Federal Land Per Resident, Statutory Sequence, and the Absence of Host-Jurisdiction Compensation at Federal Hydropower Projects" by Matthew A. Williams (Lincoln County, Montana). The deposit reproduces every Schedule 2 figure in the paper: Tables 1 through 3, Results 1 through 5, the Appendix B screen, the recomputation of S. 1175 as reported, and Figures 1 and 2. It contains the Department of the Interior's Fiscal Year 2026 Payments in Lieu of Taxes National Summary unaltered, the Schedule 2 parser and the parsed data, the model and bill-simulation code, figure-generation code, and an independent verification script. The parse is checked against all 54 state totals printed in the schedule. The baseline calculation reproduces all 2,281 published statutory Section 6902 amounts exactly after whole-dollar rounding. verify.py re-derives the statutory formula from the definitions in the README and checks it against every published amount without importing the code that produced the results, so it confirms the reproduction claim independently. Requires Python 3 with pandas, numpy and matplotlib, and poppler-utils for pdftotext. Run parse_schedule2.py, then results.py, then figs.py, then verify.py.
