VPRS 12643 Cabinet Office Submissions, Agendas, and Briefs

This series comprises files containing Cabinet Office records of Cabinet meetings. They include Cabinet and Cabinet Committee submissions, agendas and briefs, and general and administrative records. These are the master copy of the documents considered by Cabinet and Cabinet Committees.  The series commenced in 1999 to provide for file-level control, storage and retrieval of classes of records which had previously been controlled only at document level. Although filed, stored and retrieved in files in this series, the Cabinet records continued to be identified and managed as individual documents via the Cabinet Office's computerised workflow management system, CABNET. The predecessor series to this series were VPRS 11944 Cabinet and Cabinet Committee Submissions, VPRS 12339 Submissions Relating to Appointments and VPRS 12340 Agenda and Premier's Briefing Papers II. In 1999, it was decided to combine Cabinet and Cabinet Committee submissions, agendas, and briefing papers in centrally registered files rather than loose in folders. Cabinet decisions, however, continued to be filed separately in bound volumes in VPRS 12341 Cabinet Record II, VPRS 17316 Cabinet Record III, and VPRS 17567 Cabinet Record IV. From VPRS 18594 Cabinet Record V, Cabinet decisions have been recorded digitally. Since the Baillieu/Napthine government, departmental versions of Cabinet submissions and supporting records have been serialised by PROV at the portfolio level. There will be some overlap between this series and the series for each portfolio, however this series only contains the final submissions, agendas, and briefs that were submitted for Cabinet consideration. Other supporting or development records to a submission may have been captured in the records of the specific portfolio where a submission was generated. Each of these series are titled with the name of the government and portfolio, e.g. VPRS 17853 Departmental Cabinet-in-Confidence Working Records, Andrews/Allan Government [Premier]. Cabinet working records for earlier governments were captured at Department level. Please note that this series does include some Cabinet records from the second term of the Kennett Government, 1996-1999. These records were registered into this recordkeeping system which commenced in 1999.
