KSA E-Commerce Privacy Compliance Index, September 2026 edition

A client-side scan of the homepages of 1,556 Saudi e-commerce storefronts (aggregated 7 September 2026) for consent basics: consent banner presence, tracking before consent, and Google Consent Mode v2 signalling. 1,496 storefronts were scored 0–100 against PDPL and GDPR consent criteria; 60 scans were inconclusive. Key figures: median score 45/100; 1,065 of 1,556 storefronts (68%) loaded tracking before consent; 935 (60%) ran trackers or non-essential cookies with no consent banner; 751 (48%) ran Google Analytics or Google Tag Manager without a Consent Mode v2 signal. Files: the aggregate tables as CSV, and the published report as PDF in English and Arabic. No store-level data is published.
