EFFECTIVENESS OF INFORMATION TECHNOLOGY USE IN A DIGITAL EDUCATIONAL ENVIRONMENT

This article examines the effectiveness of information technology (IT) use in a digital educational environment, with particular attention to higher education and the policy context of Uzbekistan. Unlike approaches that equate digitalization with the availability of devices or platforms, the study conceptualizes effectiveness as the extent to which technology improves learning outcomes, learner engagement, instructional flexibility, assessment quality, teacher productivity, inclusion and institutional decision-making. A qualitative evidence-synthesis and policy-analysis methodology is used. International evidence from UNESCO, OECD and the European Commission is integrated with research on technology-enhanced learning and with Uzbekistan’s strategic and regulatory documents, including the Concept for the Development of Higher Education until 2030 and the Digital Uzbekistan – 2030 agenda. The analysis identifies six conditions that determine educational returns from IT: pedagogical alignment, educator digital competence, integrated digital platforms and data, learner engagement and self-regulation, reliable and equitable access, and continuous evaluation of learning impact. The findings indicate that technology is most effective when it changes the design of learning rather than merely digitizing traditional lectures and administrative routinesThe article proposes an effectiveness framework and practical recommendations for universities seeking to move from technology adoption to evidence-based digital transformation.
