Tabulated Interview Data on Blockchain-Based Subsidized Fertilizer Distribution

This dataset contains the tabulated results of preliminary and final interviews conducted with key stakeholders involved in the planning, distribution, monitoring, and reporting of subsidized fertilizer in Indonesia. The interviews were collected as part of the study “Optimizing Transparency and Accountability in Subsidized Fertilizer Budget Distribution and Reporting through Blockchain Technology.”

Stakeholders interviewed include:

Officials from the Ministry of Agriculture

District-level Agricultural Departments

Field extension officers (PPL) and coordinators

Farmers

Registered fertilizer kiosks

PT Pupuk Indonesia (state-owned fertilizer producer)

The dataset captures detailed insights related to:

e-RDKK data preparation and verification

Allocation mechanisms for subsidized fertilizers

Supply chain distribution flows (producer → distributor → kiosk → farmer)

Redemption and transaction reporting mechanisms

Verification and reconciliation processes (i-Pubers, e-Verval, bank reporting)

Challenges such as data delays, manual documentation, digital literacy, and network limitations

Stakeholder perceptions of blockchain and subsidy tokenization for improving transparency, validation speed, and fraud detection

These interview responses support the analysis of governance, accountability, and data integrity gaps within the current fertilizer subsidy ecosystem and inform the proposed blockchain-based system architecture in the associated research paper.
