State Succession in the Space Object Catalogue: A Machine-Readable Dataset of Responsibility for Objects Whose Owners No Longer Exist
收藏资源简介:
A machine-readable mapping from SATCAT owner codes to the party that bears the Registration Convention and Liability Convention obligations for those objects today. Each ruling carries a relationship type (continuator, dissolution, IGO succession, IGO privatisation), an effective date, a cited legal basis, and explicit caveats; codes considered and excluded are documented with reasons (negative rulings). Covers the USSR/CIS continuation, the Czechoslovak dissolution, the ESRO–ESA succession, and the INTELSAT, INMARSAT and EUTELSAT privatisations, distinguishing the treaty-liable party (launching States of record) from the operational successor. The dated migration history is included. This deposit is the canonical public home of the dataset; the rulings are joined live per object at orbitalassetregistry.org. Companion working paper on SSRN; authoritative treaty texts in the Space Law Corpus (DOI 10.5281/zenodo.21185483).
