Human Resources Reference Architecture

This reference architecture is intended to be used as a guide to the development of municipal HR operations and information systems. Its objective is to harmonise human resource management processes and concepts and to interoperability the implementation solutions. The reference architecture describes how human resource management’s generalised operating processes, stakeholders, roles, master data and information system services function as a whole. The reference architecture is a supplier-neutral and product-independent general description of the target state of HR. The development of human resources management activities, data management and information systems must be implemented within the framework provided by the reference architecture.
