Bayyinah al-Mizan v1.0 -- Reproduction Package, Citation Ledger, and Convergence Record

Companion reproduction and verification materials for the paper "Bayyinah al-Mizan: An Audit of the Audit -- Reproducibility, Coverage, and Tamper-Evidence in Federal Improper-Payment Reporting" (v1.0). These materials let anyone independently reproduce every Tier-1 figure in the paper without trusting the paper's own text. The bundle contains: (1) a reproduction package -- a self-contained script (reproduce_mizan.py) with a --selftest harness, a MANIFEST pinning the canonical source URL and SHA-256 hashes, the frozen public source pages the figures are computed from (PaymentAccuracy.gov agencies-and-programs and numbers pages; HHS 2024), and the extracted seed values; (2) a standalone citation ledger accounting for every source URL in the paper; and (3) a convergence record documenting the nine-round cross-instance audit trail under the Bayyinah Audit Framework v3.0 Standing Rule 7, including both the content convergence (rounds R6 and R7) and the v1.0 release convergence (rounds R8 and R9), with artifact hashes for verification. To reproduce: unzip, then cd reproduction-package && python3 reproduce_mizan.py (expected: all checks OK, "Snapshot verification: PASS", exit 0). Run with --selftest to confirm the checks are genuine.
