This dataset documents state-led discourse on congestion in Varanasi through a curated corpus of official project descriptions collected from the Kashi Government Portal (kashi.gov.in) and associated Smart City project pages. It has been developed to examine how congestion, mobility, and circulation are articulated within formal planning frameworks and administrative representations of urban development. The Kashi Government Portal functions as the central digital interface of the Varanasi city administration and provides a consolidated repository of ongoing and completed projects across infrastructure, redevelopment, and urban services. Project entries typically include structured information such as project titles, implementing agencies, financial allocations, timelines, stated objectives, and, in some cases, visual documentation. The portal thus serves both as an informational resource and as an official archive through which the state represents its developmental priorities.
The dataset is derived from a total of 43 officially documented projects. From this pool, a congestion-focused sub-corpus was constructed using explicit inclusion and exclusion criteria. Projects were included if they directly referenced congestion, traffic management, decongestion, travel time reduction, or connectivity enhancement in their stated objectives. Projects that substantively intervened in vehicular circulation, road infrastructure, parking systems, spatial access, or network integration were also included, particularly where mobility efficiency and accessibility were central goals. The final dataset consists of 15 entries, including 14 projects and 1 research report, each assigned a unique identifier.
Projects primarily related to utilities and service provision were excluded, as their objectives focused on environmental management and public health rather than circulation. Heritage, riverfront, and public-space initiatives were excluded where congestion was not framed as a central concern. Large-scale sectoral and event-oriented projects were also excluded when their primary focus was institutional or event capacity rather than mobility outcomes.
This dataset enables systematic analysis of how congestion is defined and governed within official planning discourse in Varanasi and supports research on urban mobility governance, infrastructure development, and state-led narratives of urban transformation.
