Supplementary coding matrix and interview guide for "Public libraries in Vietnam: authority-resource decoupling and the funding gap in national policy"

Supplementary material for a manuscript under peer review at Information Development (Sage). Part A reports the provision-level coding matrix for a corpus of 39 Vietnamese legal and policy instruments (2000–2026), giving for each instrument its status, the provisions that reached classification, the outcome of the three coding conditions and the resulting classification. Part B reproduces the interview guide used for 21 semi-structured interviews. Author and affiliation details are withheld while the manuscript is under double-anonymised review and will be added to this record on acceptance. Note: in Part B, "Table 2 of the article" refers to Table 3 of the revised manuscript.
