QUALITY DIFFERENCES BETWEEN STATE AND NON-STATE (PRIVATE AND FAMILY-BASED) PRESCHOOL EDUCATIONAL INSTITUTIONS AND WAYS TO ELIMINATE THEM

This article provides an in-depth scientific analysis of quality differences observed in the activities of state and non-state preschool educational institutions, including private and family-based preschools. The concept of educational quality is examined in relation to the content of the pedagogical process, the professional competence of educators, the level of development of the educational environment, and the effectiveness of management mechanisms. The study analyzes disparities in the conditions created for child development in state and non-state preschool institutions and reveals the factors contributing to their emergence. In addition, using the example of the preschool education system of Uzbekistan, pedagogical, organizational, and regulatory-legal directions aimed at reducing these disparities and ensuring quality sustainability are scientifically substantiated. The article presents scientific and practical conclusions that contribute to addressing the issue of ensuring equal opportunities in the preschool education system.
