1988 Census of Commerce (C): Survey Outline, Questionnaire, etc.

Excluding eating and drinking places, all establishments in Japan on the date of the census falling into JSIC Division I: Wholesale and Retail Trade, Eating and Drinking Places, except the following:
1. Establishments belonging to the national government.
2. Establishments without a fixed place of business and establishments without fixed business facilities.
3. Establishments set up within establishments that have entry restrictions such as requiring payment of an entrance fee.
4. Establishments that had been closed for three months or more at the time of the census date.
From this census onward, (1) establishments operating separately on the premises of government offices, schools, companies, etc., and (2) establishments without a physical store selling goods through door-to-door sales, mail order and catalog sales, etc., are included in the scope of the census.

除餐饮场所外，日本在普查当日的所有机构，若属JSIC第一类行业：批发与零售贸易、餐饮，则予以排除，具体包括以下情况：
1. 国家政府所属的机构。
2. 无固定营业场所和缺乏固定营业设施的机构。
3. 设立于需缴纳入场费等限制入内的场所内的机构。
4. 普查当日已连续停业三个月或更长时间的机构。
自此普查开始，包括以下两种机构：
(1) 政府办公场所、学校、公司等场所内独立运营的机构。
(2) 无实体店铺，通过上门销售、邮购、目录销售等途径销售商品的机构。
