mizuRoute testCase v3.1

The runoff mapping is not required case2: runoff input is given in hydrologic model catchment. The runoff mapping is required from hydrologic model catchment to river network catchment. case3: runoff input is given in grid. The runoff mapping is required from hydrologic model grid to river network catchment.
