Area for research and development of a competitiveness cluster The competitiveness clusters were created by Article 24 of the Finance Law 2004-1484 of 30 December 2004 for 2005. Extract: I. — 1. a) Competitiveness clusters consist of the grouping in the same territory of enterprises, higher education institutions and public or private research organisations whose purpose is to work in synergy to implement economic development projects for innovation. the designation of competitiveness clusters shall be carried out by an interministerial committee, after consulting a group of qualified persons, on the basis of criteria defined in the law. The designation of a competitiveness cluster may be accompanied by the designation by the Committee of a research and development area comprising most of the research and development resources. A decree in the Council of State lays down the procedures for implementing these provisions.Since the CIACT of 6 March 2006, 66 competitiveness clusters have been labeled; 39 of the 66 decrees were issued (the last in July 2006). The research and development zones consist of municipalities listed in the decrees.
