EIA (Equity Impact Assessment) Score Methodology Data was analyzed for each area in the city limits, assessed against the key questions below, and assigned an impact score (5:Highest Impact , 0: Least Impact). Do Black, Hispanic and Native American populations together make up more than 70% of the community? Does the area have 15% or more people living below poverty? Do less than 50% of the area’s households own the home they live in? Is the area rated “High” on the CDC’s Social Vulnerability level? Are more than 12% of the area’s residents 65+ Yrs Old?
