In 2016 a national assessment was carried out, which was commissioned by the Flemish government, to assess the extent to which students have achieved the cross-curricular attainment targets related to citizenship at the end of the third grade of general, vocational, art and technical secondary education. Data were collected through three tests: (1) socioeconomic and sustainable action, (2) relationships and culture and (3) democratic action. A representative sample of 1508 students from general education, 1420 students from technical and arts education and 1185 students from vocational education, across 166 Flemish secondary schools participated. Tests were supplemented with student, parent and school questionnaires. The student and parent questionnaire collected, among other things, information on general background and family characteristics and attitudes toward citizenship-related topics. The school questionnaire collected information on school policies and the provision of citizenship in the classroom. The response rates to these questionnaires were 99% for the student questionnaire, 83% for the parent questionnaire and 90% for the school questionnaire.
