INNOVADE D3.2

The spreadsheet, Legal Context Screening, constitutes the working matrix underpinning the legal and regulatory analysis presented in Deliverable 3.2. It records the preliminary screening carried out by ICTLC of the EU legal framework relevant to the design, development and deployment of digital democracy tools, structured across twenty-three individual instruments spanning primary EU law (the TEU and TFEU), participatory and procedural rights (the European Citizens' Initiative Regulation, the Aarhus Regulation and Directive, the Environmental Impact Assessment and SEA Directives), data protection and digital governance (the GDPR, the ePrivacy Directive, the Data Act, the Data Governance Act, the DSA and NIS2), AI-specific obligations (the AI Act), and accessibility, identity and transparency requirements (eIDAS, the Single Digital Gateway Regulation, the Web Accessibility Directive, the European Accessibility Act, the Open Data Directive, the Terrorist Content Online Regulation and the Political Advertising Regulation).
