Local Ombudsman Institutional Compliance Dataset (Greece, 2011-2024)

This dataset documents the institutional implementation of the Municipal Ombudsman (Symparastatis tou Dimoti kai tis Epicheirisis) across all 332 municipalities of Greece for the electoral periods 2011–2014, 2014–2019, 2019–2023 and 2024–2028. It includes municipality-level indicators such as population, legal obligation status, whether the municipal council issued a public call for candidates, held a council vote, and successfully appointed an Ombudsman. A summary compliance indicator is also included. A second file records the gender of appointed Ombudsmen across periods. An ODS version of the dataset includes visual annotations documenting edge cases (population threshold transitions, exceptional compliance behavior, and appointments inferred from secondary sources). The dataset is based on publicly available official information drawn primarily from Diavgeia (Greece’s national transparency portal) and municipal websites, with secondary sources used explicitly in a limited number of cases. It is released to support research in public administration, open government, digital transparency and institutional performance evaluation.
