Bay County TPO 2050 Long Range Transportation Plan

The Long Range Transportation Plan (LRTP) is a blueprint for maintaining and enhancing the regional transportation system. The LRTP identifies roadway, transit, bicycle and pedestrian, intelligent transportation systems (ITS), and other improvements needed over the next 25 years. Developing the LRTP is a collaborative effort between the public, local governments, and state and federal partners. Over the course of the study, the TPO will examine future transportation needs of the region and determine how to best address those needs. The LRTP includes a Needs Plan and a Cost Feasible Plan. The Needs Plan, as its name implies, is a plan that identifies all of the transportation projects necessary to meet future demands. The Needs Plan is reviewed and prioritized. The prioritized projects are included in the Cost Feasible Plan based on anticipated funding. Currently, forecasted revenues will not fund all identified projects. 长期交通规划（Long Range Transportation Plan，LRTP）是维护并优化区域交通系统的纲领性蓝图。该规划明确了未来25年内道路、公共交通、自行车与步行设施、智能交通系统（Intelligent Transportation Systems，ITS）及其他各类交通改善项目的建设需求。长期交通规划的编制是一项由公众、地方政府以及州级与联邦合作方共同参与的协同工作。在本次规划编制研究期间，交通规划组织（Transportation Planning Organization，TPO）将研判区域未来的交通需求，并确定如何以最优方式满足此类需求。

该规划包含需求规划（Needs Plan）与成本可行性规划（Cost Feasible Plan）两个核心组成部分。顾名思义，需求规划旨在明确为满足未来交通需求所需的全部交通工程项目。需求规划将经过专业评审并开展优先级排序，基于预期可筹措的资金，经优先级排序后的项目将被纳入成本可行性规划。就当前情况而言，预测可得的财政收入无法覆盖所有已列明的交通项目。
