The present invention relates to an antimicrobial and antifungal binder composition for manufacturing a particle board and a functional eco-friendly particle board using a binder prepared using same and， more specifically， to an antimicrobial and antifungal binder used to manufacture a particle board and a functional eco-friendly particle board manufactured using same， wherein the binder greatly improves antimicrobial and antifungal properties of the particle board， has functions of flame retardancy， smoke control， sterilization， deodorization， tensile strength， bursting strength， and flexural strength， and prevents and/or minimizes the release of formaldehyde or the like.
