Disclosed is a method for encoding a non-coding RNA molecule that does not have RNA silencing activity in a plant cell or modifying a gene processed into the non-coding RNA molecule. The method comprises introducing into the plant cell a DNA editing agent that confers silencing specificity of the non-coding RNA molecule towards a target RNA of interest. ， Is the way.
