The goal of this paper is a feminist critique of the transnational discourse of gender policies in the particular case of policy proposals against corruption. To this end, we first introduce insights from our theoretical frame drawing from feminist critique in the international relations (IR) discipline before introducing the state of the art on the topic of gender in development and critically engaging with some of the most problematic assumptions related to this strategy. Critical frame analysis proves a fruitful tool for our analysis as it helps examine stereotypical framing. Combined with the Gender Equality Policy in Practice (GEPP) approach, through two case studies from Ghana and Indonesia, we identify frames employed in the gender and corruption nexus and demonstrate that one-size-fits-all approaches to empowering women and tackling corruption are unlikely to succeed and that different frames of the gendered dimension of corruption exist in different policy areas. Thus, the ‘incorruptible women’ myth is the fundamental logic behind gender policy efforts of anti-corruption.
