Replication Data for: Reinventing Soft Industrial Policies — A Configurational Analysis of Resource Synergy and Bureaucratic Delegation in China (N=152 Province–City Policy Pairs)

This dataset supports a study of how prefecture-level governments in China reinvent the content of higher-level sports-consumption policies. It contains 152 province–municipal policy pairs across 24 provincial-level units and 130 prefectures, comprising 304 publicly issued policy documents with full metadata and source URLs, city-level fiscal, digital, market-demand, peer-competition and leader-attention variables, and a text-based outcome, the Degree of Policy Content Reproduction (PCR). PCR is the cosine distance between Doc2Vec PV-DM embeddings (300 dimensions, window 8) of paired provincial and municipal texts; seed stability (ten seeds), a TF-IDF convergent-validity check and a two-coder manual validation are included. The deposit provides the analysis-ready dataset, the 304 raw texts, a variable codebook, and scripts that reproduce (1) the PCR measure, (2) the fuzzy-set QCA calibration, necessity analysis, truth table and two-path configurational solution (core conditions fiscal autonomy × digital infrastructure × market demand), and (3) the province-clustered OLS robustness model. All documents are traceable to official public sources; no personal data are included.
