The rapid development of automation and digital technologies has significantly transformed labor market structures and skill requirements. While automation increases productivity and efficiency, it also leads to job displacement and skill obsolescence, particularly in routine and low-skilled occupations. In this context, workforce retraining policy has become a crucial instrument for mitigating the negative socio-economic effects of technological change and ensuring sustainable employment. This article analyzes workforce retraining policy in the context of automation, focusing on its objectives, mechanisms, and key institutional actors. Special attention is paid to the role of the state, educational institutions, and employers in designing and implementing effective retraining systems. The study highlights the importance of lifelong learning, upskilling, and reskilling initiatives in enhancing workforce adaptability and employability. Based on international experience, the article identifies best practices and policy implications for developing flexible and inclusive retraining frameworks capable of responding to rapidly evolving labor market demands. The findings suggest that coordinated and well-structured retraining policies are essential for balancing technological progress with social stability and economic competitiveness in an increasingly automated economy.
