PROBLEM TO BE SOLVED: To provide a fibrillation processing device and a sheet manufacturing device capable of efficiently discharging a fibrillated product. SOLUTION: A fibrillation processing device uses a fibrillation inner blade 163 provided on a rotor 160 and a fibrillation outer blade 152 provided on a fixing member 150 covering the rotor 160 to fibrillate input raw material MA and derives a fibrillated product from a derivation port 182. In the device， the fixing member 150 comprises a path 123 provided to face the side opposite to the side where the rotor 160 is placed， for communicating with the derivation port 182， from the side where the rotor 160 is placed with respect to the fixing member 150.
