Carsharing - Stations Auto Libre Service - MEL

## Nature of data Location of carsharing locations, providers, number of places available and number of places per provider. The development of carsharing is part of Action 3 of the 2035 Mobility Plan and is governed by the provisions of Metropolitan Resolution 21 C 0281 of 28 June 2021. ## Collection Context Car sharing, station and loop, exists in the European Metropolis of Lille (MEL) since 2007. Vehicles must be parked in MEL Auto Libre Service stations, equipped and financed by the MEL, free of any operator. In order to be authorised to operate their car-sharing services, operators must, since 2021, be certified by the MEL. ## Collection method The creation of a MEL Auto Libre Service station shall be carried out: - either by a proposal from the Métropole Européenne de Lille; - either at the request of the municipalities; - either at the request of a car-sharing service operator; Signage works are carried out by the European Metropolis of Lille, after dissemination of a municipal decree.### 数据范畴 本数据集涵盖共享汽车站点位置、运营商信息、可用车位数量及各运营商的车位配置数量。 共享汽车的发展是《2035年交通出行计划》行动3的组成部分，受2021年6月28日发布的大都会决议第21 C 0281号条款监管。 ### 采集背景 站点式与环线式共享汽车服务自2007年起便在里尔欧洲都会区（Métropole Européenne de Lille，简称MEL）投入运营。车辆需停放于由里尔欧洲都会区出资搭建并配备设施的MEL自助共享汽车（MEL Auto Libre Service）站点，此类站点不专属任何单一运营商。 为获得共享汽车服务的运营许可，运营商自2021年起需通过里尔欧洲都会区的资质认证。 ### 采集方式 MEL自助共享汽车站点的设立可通过以下三种途径推进： - 里尔欧洲都会区主动发起提议； - 相关市镇提交设立申请； - 共享汽车服务运营商提交设立申请。 站点标识工程由里尔欧洲都会区在发布市政法令后负责实施。
