Evailability of action of compatibilization of indicators and goals of the planning instruments used by the Ministry of Health in Brazil

ABSTRACT The objective was to study the feasibility of evaluating the actions able to match indicators and targets concerning the planning instruments of the Ministry of health, i.e., the National Health Plan and the Multi-year plan, 2016-2019. Stakeholders were interviewed as to verify their interests on the intervention; a logical model was developed with application of the Delphi technique; and evaluation questions were identified so to subsidize future evaluations. During the selection process, those involved in the development of planning instruments were taken into account, as were those implied in the matching action and those affected by the action. The results support the existence of matching, since there is an intervention design, a consensus among stakeholders, and the identification of evaluation questions.
