资源简介:
The aim of the research is to determine the correlation between the implementation of energy policy objectives in the European Union Member States and the level of the rule of law. The problem of correlating green energy policy indicators with adherence to the rule of law is an unexplored issue in the literature. The correlation analysis was based on 2020 data from open access databases.I. MapI. MapyThe first summary are maps of the relationship of a given rule of law factor with the energy policy factors of individual EU countries. They show a scatter plot of EU countries in relation to 10 rule of law factors (Rule of Law Index - overall score; Factor 1: Constraints on Government Powers; Factor 2: Absence of Corruption; Factor 3: Open Government; Factor 4: Fundamental Rights; Factor 5: Order and Security; Factor 6: Regulatory Enforcement; Factor 7: Civil Justice; Factor 8: Criminal Justice; Regulatory quality index - Table 1) against 8 factors illustrating energy policy (Contribution for renewable energy; GAE Total; Eco-Innovation Scoreboard; Achieved PEC; Achieved FEC; Binding target for greenhouse gas emissions reductions; Level of electricity interconnectivity; Energy market indicator - Table 2). This summary contains 10 files: 1. Map. Rule of Law - Energy Policy.pdf; 2_Map. Factor 1_ Constraints on GP.pdf; 3_Map. Factor 2_ Absence of Corruption.pdf; 4_Map. Factor 3_ Open Government.pdf; 5_Map. Factor 4_Fundamental.pdf; 6_Map. Factor 5_ Order and Security.pdf; 7_Map. Factor 6_ Regulatory.pdf; 8_Map. Factor 7_Civil.pdf; 9_Map. Factor 8_ Criminal Justice.pdf; 10_Map.Regulatory quality index.pdf.II. Table: Correlation of the rule of law with Energy policy - Position of EU countries.II. Table: Correlation of the rule of law with Energy policy - Position of EU countriesII. Tabela: Korelacja praworządności z polityką energetyczną - Stanowisko krajów UEThe second table shows the positioning of EU countries in the four defined content areas. Table 1 contains definitions of areas O1, O2, O3 and O4. Table 2, 4, 6, 8, 10, 12, 14, 16, 18 and 20 contain Position of EU countries in individual areas determined by average values of indicators related to energy and rule of law Index. Tables 3a, 5a, 7a, 9a, 11a, 13a, 15a, 17a, 19a, 21a show the prepared rankings of each EU country in the respective area O1, O2, O3 and O4. These tables were prepared as follows:- in stage I, the EU countries were ranked, in absolute order, according to the number of occurrences within area O1,- in stage II, EU countries were ranked according to their incidence within O2, but taking into account the results of the ranking in stage I,- in stage III, the EU countries were ranked in order of incidence within O3, but taking into account the results of the ranking in stages I and II,- in stage IV, EU countries were ranked in order of incidence within area O4, but taking into account the results of the ranking from stages I, I and III.- Tables 3b, 5b, 7b, 9b, 11b, 13b, 15b, 17b, 19b, 21b show the prepared rankings of the incidence of each EU country in the respective area O1, O2, O3 and O4. These tables were prepared as follows:- in stage I, the EU countries were ranked in order of incidence within area O1 for sizes greater than or equal to 4,- in stage II, the other EU countries were ranked in order of incidence within area O2 for sizes greater than or equal to 4,- in stage III, the remaining EU States were ranked in order of incidence within area O3 for sizes greater than or equal to 4,- in stage IV, the remaining EU countries were ranked in order of incidence within area O4 for sizes greater than or equal to 4.III. FiguresIII. RysunkiThe third summary presents figures for 4 rule of law factors (Factor: Absence of Corruption, Factor: Order and Security, Factor: Civil Justice, Factor: Criminal Justice) showing a visualisation of the incidence counts for each EU country according to Tables: 15a, 17a, 19a, 21a.IV. DefinitionsIV. DefinicjeNine factors from the area of the rule of law and eight factors from the area of energy policy were used for the correlation analyses. This required defining indicators, indicating the source of data, as well as the method of their transformation.
