EU Public Consultation - Tobacco products and Advertising public call for evidence 2026 - Attached submissions

Dataset of a census-level analysis of 682 publicly-available, policy-relevant technical submissions to the European Commission for the 2026 call for evidence on tobacco products and tobacco advertising - revision of rules. Primary data were retrieved from the European Commission’s "Have Your Say" portal, specifically the public consultation regarding the revision of the legislative framework for tobacco control (Initiative ID: 17612). An automated computational pipeline was developed in Python (version 3.11) to interface with the Commission’s official Application Programming Interface (API). Data acquisition was finalized on June 22, 2026. The analysis was performed using large language model (LLM)-based computational content analysis (NVIDIA Nemotron-3-Ultra-550B). A three-stage inductive-deductive pipeline generated a neutral 9-pillar taxonomy and mapped thematic presence and stance on tobacco harm reduction (THR) and regulation across all submissions.
