Abstract This document presents the Executive Summary of Ω₀ Theory 2.0, an emergent quantum-mechanical framework where quantum states, spacetime, and measurement probabilities arise from a discrete information network called the Ω₀ graph. By applying the fluctuation-dissipation theorem, the central stochastic decoherence model derives its key dynamical parameters directly from measurable material constants, eliminating free fitting parameters.
