GCAD-Global v1.2 and Nature flagship analysis package: inverting the institutional filter of the global industrial chemical accident record (1970-2025)

Version v1.6: Nature flagship submission package (editorial pre-review revision, third pass). Harmonised multi-source corpus of 525,632 source records (about 305,000 chemical-relevant) from ARIA/BARPI (France), NRC/USCG (USA) and eMARS (EU), with GDELT and MEM-CN exploratory audit layers. v1.6 applies a rigorous editorial second review: the two independent anchors are disclosed as statistically distinguishable (non-overlapping intervals, ratio 1.29) and framed as a bracket rather than agreement; the RKI rank-invariance argument is corrected (uniform transportability scaling is rank-preserving by construction) and replaced by an empirical rank check; the jurisdictional scope of the constituent registries is clarified; the occurrence-vs-recording identification caveat, near-separation of the detection model, the major-tier zero-cell prior dependence and the untested event-study pre-trend are stated; the cover letter's Singapore RKI is corrected; Extended Data is reduced to 10 figures by moving the 12 Extended Data tables to Supplementary Tables 1-12; main-text subheadings are within 40 characters and the main text is compressed to 2,895 words. Includes 68 machine-readable tables (T1-T36 series plus Extended Data Tables 1-4) and the full 81-script pipeline.
