The index was created to facilitate the retrieval of by-laws and regulations. By-laws and regulations were filed in numerical order by their specific registration numbers. It is not known when the index was created, however, judging by the date of the most recent by-law in this index (By-Law No. 119), it might have been circa 1967. The regulations listed in the index were all earlier than this date.
