From the point of view of implementing a sustainable mobility policy, the surroundings of public transport stations are privileged places for bringing together and articulating urban planning and development policies and projects, housing, the quality of public spaces and mobility. The vast majority of stations in the best-served sectors are located within already urbanised areas, and have potential for optimising land use in urban renewal, in order to build the city on top of the city in a **"circular urban planning"** design. From the point of view of spatial planning, the potential for constructibility within these sectors of good public transport service thus contributes both to: * limit urban sprawl and the artificialisation of natural, agricultural or forestry areas; * to increase the presence of inhabitants and jobs in the immediate vicinity of public transport stations. Public transport stops and stations (TER, metro, tram, and bus) are represented by circles of radius 500 meters. The level of supply associated with each circle is determined by the average number of daily services of the stop or station in both directions combined. This diagnosis makes it possible to develop the DIVAT map.

从可持续出行政策的实施维度来看,公共交通站点周边区域是统筹衔接城市规划与开发政策项目、住房建设、公共空间品质及出行体系的核心优质空间。 服务覆盖最优片区的绝大多数站点均坐落于已建成城区范围内,具备在城市更新进程中优化土地利用的潜力,可依托“循环城市规划(circular urban planning)”模式,开展“在既有城市之上建设城市”的开发实践。 从空间规划视角而言,这类公共交通服务优质片区内的可开发建设潜力,可同时达成两大目标: * 遏制城市蔓延,减少自然、农业或林业用地的人工硬化; * 提升公共交通站点周边近距离辐射范围内的居住人口与就业岗位总量。 公共交通停靠站点及枢纽(TER、地铁、有轨电车及公交)以半径500米的圆形区域进行标识。每个圆形区域对应的服务供给等级,由该站点往返双向的日均发车总班次决定。 本前期调研诊断可用于编制DIVAT地图。
