Replication Data for: Gender, Ethnicity, and Intersectionality: Double-Minorities in Asian Cabinets

What explains cabinet diversity? Contrary to the literature that (1) focuses singularly on one dimension – i.e., gender or ethnicity or (2) assumes the two dimensions operate in a zero-sum game, we consider the intersection of the two. We argue we see more cabinet diversity in general and double-minority ministers – i.e., women from ethnic minority groups – specifically when (1) there is political competition from minority groups and (2) there are popular norms about minority inclusion. We test our argument using original cabinet data from Asia (N=54) 1960-2015. We identify the gender and ethnicity of 60,000 country-year-minister observations using multiple coders, double checked against country expert surveys, and tripled verified using local crowdsourcing. While we find evidence that political competition and popular norms can increase the proportion of double-minorities, there is a limit on their portfolio prestige. This paper offers a way to study intersectionality, identity, and institutions.
