Systemic Stability is introduced as the architectural layer that enables systems to maintain functional integrity, coherence and direction while undergoing development. Positioned alongside Development Infrastructure and grounded in the scientific category of Pre‑Architecture, Systemic Stability defines the stabilising conditions that prevent systems from collapsing into overload, fragmentation or regression during developmental processes. This paper outlines the structural stabilisers that allow systems to transform without losing identity, operational capacity or coherence. Systemic Stability is presented as a neutral, closed and globally scalable framework that clarifies how systems preserve resilience while engaging in directed developmental movement. Together with Pre‑Architecture and Development Infrastructure, it completes the foundational architecture of the Infrastructure Sciences of Development.
