Title: The Global Pattern of Administrative Erasure: Dark-Skinned Sovereign Peoples and the Colonial Reclassification Machine Author: Len K Bagley Jr. ORCID: 0009-0004-0406-4252 Date: June 2026 Companion Paper DOI: 10.5281/zenodo.20845185 Description: This paper is a follow-up forensic and historical analysis to The Muur Continuity (Bagley, 2026). It examines whether the administrative erasure of the autochthonous Muur of North America was an isolated event or part of a broader global pattern. Through primary source documentation spanning multiple continents and centuries the paper establishes that the same mechanism — the reclassification of dark-skinned sovereign peoples through legal, taxonomic, and bureaucratic instruments — operated simultaneously across the Americas, the British Isles, Ireland, Australia, and Africa. The paper documents the manufactured science of race from Linnaeus through Blumenbach through Morton through the 1987 Cann study. It establishes through peer-reviewed ancient DNA that the original inhabitants of the British Isles and Ireland were dark-skinned. It documents the Cromwellian deportation pipeline to the Caribbean, the 1670 and 1682 Virginia Acts and their by land versus by sea mechanism, the Gallay documentation of 30,000 to 50,000 autochthonous Americans exported through Charleston, the Hudgins v. Wrights 1806 Virginia Supreme Court admission that thousands were illegally reclassified, the 1740 South Carolina Slave Code, the Barbados Slave Code of 1661, the Australian terra nullius parallel, and the Berlin Conference of 1884 as the last continental land grab occurring nearly 400 years after Columbus. The paper documents the 1537 Sublimis Deus declaration that the colonial enterprise was null and void from the beginning, its 1538 suppression under Spanish Crown pressure, and the 2023 Vatican repudiation as confirmation of what was known and suppressed for 486 years. It establishes the jus postliminii framework under Grotius and Vattel, the 1783 Treaty of Paris exclusion of the autochthonous nations, and the Indian Depredation Act and Marks v. United States 1896 as federal continuity of the not in amity legal framework across 226 years. Additional documentation includes Jefferson’s linguistic antiquity argument from Query XI of Notes on the State of Virginia, the Jesuit letter distinction between negros de terra and negros da Guinea, independent Mexican scholarly documentation from Riva Palacio, Leon, and Marquez, the Harvard Dixon 1922 presentation before the American Association for the Advancement of Science, Noah Webster’s 1828 definition of American documenting the identity substitution, the Smithsonian Bureau of Ethnology classification system as scientific title erasure, the Luzia Woman and Paleoamerican skeletal record, the Maya and Inca visual primary sources including the Capac Cuna Inca painting at the Museo Larco, the Renaissance iconographic shift including the Black Madonna tradition and Alessandro de Medici, the OED documentation of the word applied to American Indians in early US use, the Hernando de Soto 1543 documentation of Black Indian tribes in Louisiana and Florida, the Freedmen’s Bureau Abandoned Lands connection, and the freedman versus freeman etymological distinction. The paper concludes with the unjust war argument under Grotius and Vattel establishing that the colonizers violated the Law of Nations they invoked, and the landlord and forged deed framework establishing that the autochthonous Muur held allodial title that was never legally extinguished — only administratively obscured.
