Nursing Education and Policy Integration: A Systematic Synthesis of Global Evidence (2000–2025) Lessons for Curriculum Reform and Disaster Preparedness

This study, titled “Nursing Education and Policy Integration: A Systematic Synthesis of Global Evidence (2000–2025)”, aimed to synthesize twenty-five years of global evidence examining how nursing education frameworks and national policy systems interact to improve disaster preparedness, workforce resilience, and curriculum reform. The research was designed to identify effective strategies that align nursing education with evolving health-system priorities and to generate policy recommendations for sustainable capacity building in healthcare institutions.
Methods
A systematic synthesis was conducted following the PRISMA 2020 guidelines. Comprehensive searches were performed in PubMed, Scopus, Web of Science, CINAHL, and regional databases for studies published between 2000 and 2025. Grey literature and institutional policy reports were also included to capture non-indexed sources. After screening and eligibility assessment, 32 studies met inclusion criteria. Each was appraised for methodological quality using the Joanna Briggs Institute (JBI) critical appraisal tools, ensuring rigor across quantitative, qualitative, and mixed-methods designs. Data extraction covered bibliographic metadata, study setting, design, interventions, and outcomes related to educational integration and policy implementation. A mixed-methods synthesis combined narrative thematic analysis with descriptive statistics.
Results
The synthesis revealed three major trends:
1. Curricular integration of disaster preparedness and policy literacy significantly enhanced nurses’ decision-making and leadership during crises.
2. Simulation-based learning and interprofessional training were consistently linked to higher preparedness scores and lower anxiety in emergency contexts.
3. Institutional and national policy alignment between ministries of health and education led to more sustainable workforce development programs.
Overall, the study concludes that systematic policy-education integration strengthens health-system readiness, promotes professional resilience, and supports long-term disaster preparedness among nurses. The findings provide empirical and policy foundations for embedding Nursing Disaster Management Units (NDMUs) and structured simulation frameworks within national curricula.
