"Fifth-generation (5G) networks and low-Earth-orbit (LEO) satellite communication systems impose stringent requirements on radio resource management. Beyond throughput, latency, jitter, and the predictability of quality of service for various traffic classes become critical. This paper examines key mechanisms of intelligent radio resource management in 5G and LEO networks: dynamic allocation of frequency-time resources, power control, beamforming in multi-antenna systems, and scheduling algorithms. The influence of selected strategies on data rates and quality-of-service metrics is analyzed, along with the role of machine-learning methods in adaptive radio resource control.
