Quantifying Systematic Error when Using Axial Rotation Rates Rather than Geographic Euler Pole Parameters when Describing Tectonic Plate Rotation

The National Geodetic Survey (NGS) is modernizing the National Spatial Reference System (NSRS). As part of that modernization, NGS will define four terrestrial reference frames (TRFs) which will be mathematically defined relative to the International Terrestrial Reference Frame of 2020, ITRF2020 (NGS, 2020).
