DCL Area

Development Cost Levies (DCLs) are fees collected from new development requiring a Building Permit. DCLs help pay for new infrastructure and facilities (e.g. parks, daycare, housing, transportation, utilities) needed to service new development. There are four DCL districts in effect: (1) Vancouver DCL; (2) Vancouver Utilities DCL; (3) Southeast False Creek; (4) False Creek Flats. The Vancouver DCL and Vancouver Utilities DCL apply on a citywide basis while the Southeast False Creek and False Creek Flats DCLs are applied in addition to the two citywide DCLs. Excluded from DCLs are two areas from which the City has secured public benefits: False Creek North ODP and Central Waterfront Port Lands. This data is updated in the normal course of business; however priorities and resources determine how fast a change in reality is reflected in the database.

开发成本征收费（Development Cost Levies，DCLs）是向需申领建筑许可的新建开发项目收取的费用。此类征收费用于为服务新建开发项目所需的各类新增基础设施与公共设施（如公园、日托中心、住宅、交通设施、公用设施）提供资金支持。
目前共有四类生效的DCL辖区：(1) 温哥华DCL；(2) 温哥华公用事业DCL；(3) 错溪东南区（Southeast False Creek）；(4) 错溪滩涂区（False Creek Flats）。温哥华DCL与温哥华公用事业DCL适用于全市范围，而错溪东南区、错溪滩涂区的DCL需在上述两项全市性DCL的基础上额外征收。
两类已由市政府获取公共收益的区域不适用DCL：错溪北部开发规划区（False Creek North ODP）与中央滨水区港区（Central Waterfront Port Lands）。
本数据将随日常业务流程更新，但现实情况的变更能否及时录入数据库，取决于优先级安排与可用资源。
